Dear Prime Minister KISHIDA Fumio,
During your opening statement to TICAD8 on August 27th, you announced that Japan intends to pledge US$ 1.08 billion to the Global Fund to Fight AIDS, Tuberculosis and Malaria for the its 7th Replenishment. This dramatic increase from the resources committed during past pledges, going beyond Official Development Assistance budgets, solidifies the position of Japan as a world leader in global health. On behalf of civil society and community advocates from around the world, and on behalf of the 20 million people whose lives could be saved by a successful replenishment, we express our most sincere gratitude to the government and people of Japan. We want to thank you in particular for your role in making such an ambitious pledge possible, as well as Minister of Foreign Affairs HAYASHI Yoshimasa, Minister of Health, Labour and Welfare KATO Katsunobu, and the officials and public servants in the Office of the Prime Minister, the Ministry of Foreign Affairs and the Ministry of Health, Labour and Welfare.
We want to share our deep appreciation and gratitude for Japan’s continuous efforts to promote human security by fighting HIV/AIDS, tuberculosis and malaria as well as championing the world’s progress towards Universal Health Coverage (UHC). Japan has taken a leading role in pandemic response since the start of the COVID-19 pandemic by increasing funding for global health initiatives, including the Global Fund. These investments are contributing to building stronger and more resilient health systems, getting us closer to reaching the targets of ending the three diseases as epidemics and achieving UHC by 2030. By choosing to announce its pledge early, Japan is also alerting other donors of the importance of increasing their pledges and ensure that this replenishment is a success.
The people of Japan, through their government, decided despite a difficult context to scale up their pledge to the Global Fund and give the world a chance to meet the Sustainable Development Goals. Japan’s commitment will change and save lives. For this, we and the world are grateful.
